I've got a friend who plays WoW and would like to get some useful mods for his game. Could you post some links to in-your-openion the best and most useful mods out there? He plays with an enchant mage, if that matters at all.

Well...truthfully its kind of hard to give advice on mods unless I know what he wants to do.
Want to mess around with the default user interface? Download the CTCore mod package from ctmod.net. Also check out Perl Classic Unit Frames to mess around with the character/pet portriats. Do a search for it at curse-gaming.com (don't know a direct link). Also at that same curse gaming site, look up Titan Panel, a nice customizable bar that goes at the top or bottom of your screen that gives you a bunch of information at your fingertips.
Those should get him started. Those are pretty much just cosmetic mods though...I have a bunch of other mods to suit various in-game needs like changing gear on the fly, having maps to instances at my fingertips, calling out special boss attacks when they happen, etc. Those are more for functionality and ease of gaming than aesthetics.

I'm going to drag him over here and make him read that. Then I'll let you know how it goes.
